if there is concern about the law, and he expressed there could be serious concerns with the law. that, in fact it is the legislative branch and the president, the executive branch that have to deal with it. the issue for the american people is this. is this data-gathering the most effective way we have in combatting what i believe is an ongoing and continuing threat against the united states and our interests. i think that threat is real. the question is, is this data gathering with unbridled checks and not focused. you know, no one wants to say "profile." but when you have crimes you profile. you look for a particular potential defendant's behavior patterns. who they are, who they are associating with. that's the focus we need. the israelis are good at it. they don't have to gather data through telephony. they get it other ways. there are more effective ways than the giant scope of data gathering and americans are concerned. it is a close call in the court. it's how we balance liberty and security. that's going to be the issue before the court of appeals and the supreme court. >
